The minimum was reduced from 20 to 12 testers on December 11, 2024. Organization accounts are exempt, but most solo developers run on personal accounts.

The catch is continuity. The 14 days must be unbroken, and Google evaluates whether testers are genuinely engaged. As Google puts it, "testers not being engaged with your app during your closed test" is a common reason production access is refused. That is exactly what a managed service removes.
